Because He so needs for it to be done he is 82 years old and is a real sweet heart and he has been living like this for over two years. No running water in the tub or sink. He takes a shower with a water hose. (more)

I am disabled and I know how hard it is to do simple things but I cant imagine not having water or taking a shower with a hose. If I were you I would call your local Area Agency on Aging. They will certainly be able to point you in the right direction to help him stay independent. All the best to your uncle.
