On the contrary, a true philosopher king is one who does not wish to rule, but has it forced upon him. The need of the masses pulls him away from his higher calling, and he is forced to live a life of decision, by the masses. Manipulation is not needed, as it is the masses who coerce the king to do the job. You are speaking of a sophistic tyrant(traditional usage, not contemporary), not a philosopher king.

a philosopher king is also a strategist and if he came out and stated that he had superior insight the people would assume he was arrogant rather than Enlightened and omniknowledgable and refuse to defer their will. The masses must be manipulated into following by having one who is highly respected point out he is there not to represent the peoples will, but lead them into the light.

A philosopher king does not represent the people. He was installed due to his superior insight, and the people defer their will to him. Their opnions cease to matter when they acknoledge that one man has superior insight into all things. And the philosopher king would live a spiteful, miserable life, as he was removed from his true calling: the cosmic truth.

While out of the 2 options I did choose philosophical, the prospect of a philosopher king is rather dystopian. I would prefer that the ability of the hoi polloi to engage in political life remain intact. True, a great many do not possess the faculty to make rational decisions in this area, nor do they care enough to work towards desirable goals, but curtailing the public realm to but one person means that none of us are free, least of all the dictator. Freedom means the ability to act, and action is meaningless without the company of others. Dictators sit alone.
That is why my Council of Oligarchs, where I will sit as Hegemon, will triumph over your pitiful dictatorship.
