If you have a verified paypal account (has the verified link in the status area) and you can provide your ID and documentation to prove your income, basic expenses, and proof of need you can submit a request for the full verifiable amount needed. You will need to fax/email your documentation to support your request, then if your docs check out your request will go live and you can leave it up till the need is met.
