Sometimes they have loaner seats, that people give, because their child has out grown it. Also contact police departments or your township offices they may have or know of where you can get all of the items needed. Also, if you are in school/college or know someone that is. Check with the Woman's Center there. Also if you have a Headstart program, Community Action Project, and Churches with a Food and clothing Ministry they will also have these.
